  Step 1: I suggest you to start the computer in safe mode using the on screen keyboard.
  a. Click Start using the mouse.
  b. in the bar type msconfig using the keyboard in the search screen.
  c. click on the Startup tab and select start and then click on restart apply OK computer.

  Step 2: If the external keyboard works very well in mode without failure, then perform the clean boot and remove the program that is causing the problem.

  My laptop has begin to scroll continuously on all. At first I noticed when browsing the web and I couldn't scroll through or keep scrolling down.  I have tried a reboot and the computer would not start due to scrolling.   Too bad. Issue seems to be resolved for now. I deleted all keyboard/mouse drivers and let them reinstall and it seems to have now solved the problem. Not sure, but I think he might have been linked to a recent update Windows 8.1 that I noticed the problem after I updated.

  Uninstall the driver and reinstall the same from the supplied CD or install the drivers on the manufacturer's Web site. To remove and reinstall all USB controllers, follow these steps:

  a. Click Start, click Run, type sysdm.cpl in the Open box and then click OK.

  b. click on the Hardware tab.

  c. click the Device Manager button.

  d. extend the mouse device.

  e. right click on the device and then click on uninstall

  f. restart the computer, and then reinstall the device.
