I tried several times to install this update for net framework and have had no success at all. I searched for an answer and also failed with that as well. I have a new computer with a new installation of Windows 7 Home Premium.
This is a pretty fast PC with an i7 2600 and an SSD.
When I log on to an administrator account, it takes about 10-15 seconds, however when I connect to a standard account, it takes less than a second.
I can create a standard account, sign a bunch of times immediately, then give him admin privileges and it suddenly starts to take 10-15 seconds. He switch back to the standard, and login is immediate.
