I then tried to restart the device and decided to do a complete restore of the system via iTunes. While I was doing my system recovery/restore when downloading the iOS that my connection from Time Warner Cable is out for me (as it has particular fact for a lot of people in my area at this time as ISP). My iPad is now stuck in a loop of starting up with the Apple logo showing and then it restarts. I get the iTunes error 4005 and have tried all the things listed on the support page for this error, but also to take it to my local Genius Bar. I am still convinced that this error is entirely software related and because of recent changes with how Apple sign their iOS IPSW to install the OS on their devices.

  Apple support, if you read this answer please with a time table for when you create a way for which authorized users can re-sign borked iOS devices and get them running again so they are not left with a brick or a $ $ "repair" which is actually a replacement $100.
