  It is not possible to change or update the VAT ID in Austria, as the VAT ID is limited to countries of the Adobe ID.

  I recommend you create a new Adobe ID with the Austria as a country.

  Just to let you know that purchases made in-store a coutry are NOT carried over, as far as I know just make sure that you are logged into the store of the country when he made purchases, purchases made in store in this country should stay there.
