  Let me take you, you are under Windows XP SP3. If true, and only if it is true, the following might help you resolve the issue (which is common for all updates kernel on Windows XP computers):

• iPad region problem

  I'm in Australia, but the Contacts app on my new iPad that formatted Pro WE applies to phone numbers. I had a long chat with one, then another, support person, none of them could solve this problem and finally said that I must take the iPad Pro to an Apple Store.
