  If you still experience this issue, then here are a few things to start with.

  Make sure that your system is not infected with virus\malware.  This thread has lots of information about dealing with that: get rid of the malware.

  Perform a clean boot , and then run the updates.

  You may also want to reset Windows Update components and see if that corrects the problem.
