  If you could explain exactly what is happening when you try to create the backup, it would really help. For example, the backup start and then give you a message that the backup may not be completed? Does the start back up at all?

  The backup to iCloud for an iPad does not include items that are already in iCloud, your iCloud stream library and my photos are not included in the backup to iCloud.

  This is a user to user forum. To disable locking activation iCloud the owner of the iCloud account should turn off. There is no way around it.
