  I cannot scan to my computer (Windows 8.1) eitheer using the software HP Scan capture & on the computer or the computer function scanning on the 7510.  The IP address of 7510 is 192.168.1.112, but HP Scan software capture & he's trying to get to the IP 192.168.1.100.   From what you described, I feel that we have made some progress. Rather than scanning with scanning and Capture, let's try to scan from HP scanning. In the printer wizard click on scan a Document or Photo, it will launch the HP scanning. If it still work, so the question is from the other program which I think is a Windows Scan program.

  Set breakpoints in your app and understand why he starts twice.  From your description, I would put one in my main() at the beginning.

  -Close and restart normally.

  -Reinstall the ATI Catalyst package.
