  You will need to follow the manufacturers directions to create the recovery media. Looks like you've done that, but Toshiba could only say with certainty. I recommend that you contact their customer service.

  First of all, I want to let you know that only the beta version of Vista SP1 included a handy tool called recdisc.exe which allowed you to create a repair/restore cd.

  It's sad to say with certainty why, in the final version, Microsoft has disabled this feature, we can find the icon but it can not be launched.

  If you don't want to use this tool, please refer to the following information. However, the instructions may not work on all Windows Vista system as this feature is disabled by default.
