Need to reinstall the disk - guaranteed missed

In 2009, I bought a computer from studio with Windows 7 Home Premium 64-bit.  My warranty just expired, not too long ago, now my system is messed up, and I can't get a fix without a guarantee.  I can't figure out how to repair my system, and I can't simply download a 64-bit reinstall, because (long story) my system now has 32-bit windows running. (It was originally 64 bit).  The support line told me to call the hardware Department, but I can't find a number for them anywhere.  They said that they could replace the disk, if I bought another warranty plan, but the $250 was too much money for me.  Another person told me that I could just buy the CD for $15.  Can someone clear this up for me?

Renew your warranty just to get a replacement drive is ridiculous - do not.

You can request one here - it's usually free (although I've heard of a tax for a small $15-20):

There is NO reason you gave that could prevent you from downloading of media, then activate by phone:
