I try to download from disc American Greetings CreataCard select 6, which was created for Windows Me, 2000, XP, or NT 4. Yes, you can, as long as you have 4 GB or a USB key.
The steps are minimal Microsoft has a tool that does it all for you. You have the .iso and then you use Microsofts .iso to USB/DVD tool to create a bootable USB key. Cannot get administrator access to download the Windows 8.1 upgrade

I have a new XPS8700. I was able to download the Windows 8.1 since the MS. Store upgrade My first problem is the lack of updates from Windows, I did, and now I can see the 8.1 update in the store. I can also download updates to other access points.
My problem is a continual notice whenever I hit the download that I must log in to an account with admin access. Best I can tell, this and other forums have shown me how to add the Admin feature with the command prompt. I even created a second account and did the same thing. In the summary screen of the user in the Control Panel, the two users show "administrator." But I still can't access
I tried "net user administrator / Active: Yes" but also tried the same thing with permutation of my name for the administrator
The real ' administrator' user cannot do anything in the App Store. This seems to be what's supposed to happen.
Does anyone have advice?

Sounds like a bad set-up. I would advise to uninstall KB2871389 and put it back manually. Also uninstall McAfee and then retry the update.
I also recommend asking a reinstallation DVD Windows 8 of Dell.
