Once uninstalled, Dell my first Adobe Elements 9 I can't reinstall it or any other Adobe

I recently came across a problem with my Adobe Photoshop Elements 9 and in the context of trying to reinstall the missing file MSVCRT.dll they uninstalled my first Adobe Elements 9. Now I can't reinstall it.
