    To download PDF files, you have nothing else except a web browser.

    An "iframe" isn't a product, it is a type of HTML element used to incorporate another document within a web page.

    The OP is using Adobe software, most likely, or Open PDF settings would not work for them all the...

    To answer the question: he is probably the way the file is cached by the browser.     I can see in the screenshot above, you open the PDF in internet explore and not in the Adobe Reader software.

    So, I would recommend you right click on the download link on the Web page you have above comment and choose the option "save target under" and then once the pdf file is downloaded and saved on your system, you can open it in Adobe Reader and then use the option full screen.
