  You do it in the wrong order. You need to do the setRequestMethod(), the setRequestProperty() and the openOutputStream() before calling getResponseCode().

  You must only make sure that the file has adequate protection and it is up to the local administrator and the client do not open a session using the local administrator account.
  Alternatively, you can put the tnsnames.ora and sqlnet.ora on a network share and have your point of TNS_ADMIN registry key to the directory on the network. Note that Oracle does not support this procedure. But it will work.

  There are very few reports recent crash with this signature, they could even be your plant. If you follow the suggestions in the article I linked above there is not much that can be done easily. You should try discount the possibility that the cause is malware by scanning with several updated tools.

  Since I exhausted all angles throughout January and early February, I can't really identify what makes the difference, but today... IT WORKS NOW! Firefox has been removed from my computer for a few weeks now, so with renewed determination I searched all single folder on my entire hard drive and found 3 random files with mozilla or any part of the word inside mozilla and erased. I turned off the computer and restarted a few hours later. I downloaded firefox 10 (still higher version than the one I was updating of a month) from google chrome and installed it. so thank you for your comments and help!

  I found the parameter restrict access, which has been the Local computer policy > User Configuration > administrative templates > Windows components > Microsoft Management Console > prevent the user from author, Enabled.

  When I turned this option off, I could run mmc.

  I had the same problem 2 weeks while in the Mexico.  I contacted the support TWC and the person to whom I spoke said he had to unlock something.  When he did, all my mail came in Outlook in the spam folder.  It was OK because I got my mail.

  I moved to a different House and now have the same problem again.  I've contacted support TWC and not had much luck. The second level support person and I spent more than an hour, the call of the Mexico using Vontage.  He has not found anything by the previous call that guided him by setting this time.  He said that he would open a ticket and call me in the next 24 to 48 hours.

  Is it reminds and solves the problem, I'll post how it was corrected.
