'operating system error' at startup after installing a new hard drive

I replaced my hard drive on another pc. power computer peripheral ireconizes but then goes to black screen saying operating system error.  What should I do?

Install an operating system on the new drive.

All WinXP installation CD legitimate are bootable and access the capability of deleting, creating and formatting partitions.

Simply boot from the Windows XP installation CD.  You will be offered the possibility to delete, create, and format partitions as part of the installation process. (You may need to rearrange the order of the boot devices in the PC BIOS to boot from the CD.)
