    I have a Windows 8 operating system and about 2 weeks, I've loaded my computer and an error titled, "RunDLL" appears indicating:

    "There was a problem starting.

    This error message is always popping up to date.

    More information:

    -Another error will appear again once every 30 seconds or so, no matter if I press OK to close. That said, if I left my computer alone for long periods, fifty, maybe even a hundred of these messages would pile on my desk.

    -Many sources I've found seem to point to the idea that the cause of this is a process, probably malware, is set to run this WerConCpl.dll file at startup.  I have not all antivirus programs before that happened. But shortly after that, I installed Malwarebytes and I performed complete tests on Windows Defender and Malwarebytes. Initially, there are some questions that Malwarebytes had found and quarantined, but nothing on Windows Defender. I also tried to clean with a program of free registry: CCleaner. None of them were able to resolve the problem.

    -I then went to my task manager to start Services. I disabled some third-party services that I use, but it is not necessary to start. Other than that, I have not found all third-party programs that are strange or unusual. The rest were associated with my internet (wide com) and bluetooth devices, or Microsoft and Intel.

    -J' tried the solution that others used by running the command line as administrator and in typing "sfc/scannow". However, this does not work, and this error in the following line: "could not Windows Resource Protection start the repair service".

    -I can't do a system restore because I had already done the restore points, which was a bad idea on my part. However, system restore services have problems with the shadow copy of Volume and not more time to work in any case.

    Method 1:

    Start safe mode and check if the same problem persists. If the issue is not still in Mode without failure, then place the computer in a clean boot state and check which program third party/app is causing this problem.

    Programs will no longer work until I reboot (uh, it's rebooting) with one of the following error messages: "...". DLL is not designed to run on windows... 'and/or'... .exe is not a valid win32 application... ' and/or 'bad image '.

    Since I got a malware infection (CloudShield) I have had this problem since. At one point I was Windows Vista (could be minutes, hours or days - it varies) to get one or more of these messages for a variety of programs and the dll for things that worked perfectly well until there.  The most recent was to explore "Explorer.exe is not a windows 32 application '! Obviously, I couldn't have been using my computer and opening existing as an Excel document files and the Explorer window that is currently open if this were true!  Everything I run worked fine, until suddenly something I try to open opens more and gives me one of the errors above.  This does not happen when I run mode without failure.

    I managed to repair some of the damage generated by the CloudShield, including how it has disabled my task manager and other programs of the Control Panel, in what I could find on registry cleaning and removing the exe file that he had pointed to. There is clearly something wrong again. I run sfc/scannow and tried the other recommendations in "http://support.microsoft.com/kb/929833" who have found no problem.  I use Zonealarm and have run its auditor of the filesystem a couple of times (on the entire Program Files folder and the Temp files) and not found anything wrong either.

    Having had my Satellite A300-1BZ for a couple of years now, I found myself suddenly bored standard vista themes and started playing with change them. (I was after a ultimate black watch with change start menu and buttons etc.)

    In any case cut to the Chase, I went wrong somewhere with VistaGlazz through to replace something like shell32.dll
    As it said in the readme file I changed it to shell32.dll.bak

    My computer has continued to run fine until I ran a reboot. After that, I got after the log on screen was a blue screen with a mouse.

    Luckilly I have an iphone so managed to get on internet forums and find a solution which was to use a command in cmd.exe that fixed the problem.

    The only thing is now that I have a very basic windows Classic theme that when I try to change to Vista in the theme settings it gives the message:
    * "the theme could not load. %1 is not a valid win32 application. "

    Any help and step by step for the user base would be much appreciated! I guess it can't be that bad since Windows is still running and working properly!

    That is the reason why I n t play with any 3rd themes part because I always read from time to time on various problems after installation. So I don't use Windows themes pre-installed and don t have problems.

    In any case, I think you should try a system restore to an earlier point before installing this theme.
    I hope this helps if not it is time to reinstall Windows, I think that :(

    Recently I replaced the drive HARD internal on a HP Media Edition due to the failure and had backed up all my data, but also a backup of my e-mail account in mozilla TB on an external HARD drive.  After installing a new HARD drive and reinstall all hardware, software and update windows XP SP 3, IE8 et.NET Framework 4, I rebooted everything except the moz backup. TB. Would not load as I couldn't open the DelZip 179 .dll file that was created on the Mozilla site as favorite to save.  I can't open it with Mozilla TB which is my default email client and is listed in my program files.  I have another computer running XP SP 3, IE8 on which I was able to open the same external HARD drive backup file it opened with Mozilla TB on request what to open it with. so, I know that the file is not damaged.  What am I missing I will allow me to open this file.  I quickly get "delzip179 is not a valid win32 application" when you try to open with Mozilla TB in the newly repaired unit.

    Not having not ActivClient installed could be a problem. I don't have a Windows machine available without ActivClient so I can't test that. As far as I know there are registry values this DLL uses so it could be the cause.

    To check the binary file, you can try PE Explorer or the Dependency Walker tool. It will also show you which DLL dependencies there are.

    I just got the trilogy Fallout game for Christmas. I was downloading on my Windows XP laptop. I jumped the drive and nothing happened.     If you had installed Fallout3 mode "Run As Amin" and will still have problems.  Uninstallation of Fallout 3.  Install the following Microsoft DirectXhttp://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=2da43d38-db71-4c1b-bc6a-9b6652cd92a3 and that reinstall Fallout 3, mode 'run as administrator '.

    Do not install the latest patch yet.  Run Fallout3.  If it works well, do a system restore point.  Then install the latest patch.

    In addition, when a right click on the .exe file, it should be a 'compatibility' tab, if necessary, please try to install the .exe file in Windows XP SP2.  I hope that this information is beneficial.
