Preloading of the media on an iPad

Is there a way to preload multimedia files (videos, PDFs, Images,) on an iPad that does not require the device to activate?

Us watching from afar to give our clients a number of iPads and would like to have them loaded with business for the recipients information. We do not want back together them with accounts of pre-installation. We would rather the user creates / uses their own account, but when they sign in content is available for them.

Once upon a time, it was an option, but I don't know how you would do today.

Never activate Java for a public Web site that carries the third-party advertising. Use only on websites that are well known, protected by login and secure without ads.
