Problems with the Microsoft updates do not install it.

I have a new laptop HP DV6 with Windows 7.  I also have protection of Norton 360 on this machine, as well as the Microsoft Office 2010 beta on this computer.  From the beginning to use the new system, I receive regular automatic update of Windows to download updates; which I host regularly.  The next day, I installed Office 2010 - beta, I got two reviews of next update:

1. Update for Microsoft Office 2010 file Validation - beta (KB976133), 32-bit expansion
2 update for Microsoft Works 9 (KB967044)

The problem I'm having is that when I try to install these updates, I get the following error message for downloads once they do not install:

CODE 646 Windows update encountered an unknown error.

None of the available online or troubleshooting fixes seem to work, and automatic update of Windows continues to find and warn me about updates to these 2.  The same problem occurs whenever I try to install downloads.

Tonight, I got 2 other notice of update as well as the 2 that will not be installed; at the present time, all other updates seems to install just fine. For (at least) one of these updates of the problem seems to be a security update, my system runs into a problem installing them because of the software Norton 360?  Any help you can give me to get these updates installed or quit appearing through Windows automatic updates?

    I am running Vista 32 bit Business since an administrator account.

    Recently, I noticed that the automatic updates did not install it and returned error 80070005.   After investigation, I found that I could not open mmc at all and always get the message "this function no is not supported on this system.  No major changes have been made to the configuration to trigger it and I can't watch the event log because it is in the MMC.
    I have studied this question in line and tool the following actions, which none worked:
    carried out a complete antivirus scan (I use Commodo internet security)
    created another account administrator
    has run SFC (no problem)
    has run the registry cleaner (no problem)
    has run msconfig.exe and disabled all the startup process
    updated windows right click and run as administrator
    Started in safe mode and tried all above
    After that, I don't know where to go... it doesn't seem to be a download for Windows vista to reinstall mmc.
    I have about 50 updates critical, sitting in my windows update that can not install because of this problem.  Can anyone help?

    First, I would check since it is professional Vista was that computer on a field of work or it was already on an area of work? There may be group policies that are in place that prevent to run MMC.

    When did start to happening? Is there anything new on the system which has been introduced into the environment (software, hardware)?

    Desktop KB2600217 & Bing v1.3 are both updates optionalnot security (Yes, even if they are offered as Important updates). Be sure to hide them & move on with your life.

    As long as your current definitions of MSE (by the MSE Update tab) has no more than 72 hours old, don't hesitate to hide optional MSE definitions updates (KB2310138) also offered. [1]

    Now, another CUSTOM scanner, uncheck the box & hide ("do not show me these updates ') optional updates, I quoted above then see if you can install the updated root certificates (KB931125) as a standalone update; Follow all the instructions.

    Tip: with the exception of the updates for Office, do not install any other optional updates or any optional hardware updates .

    It is without a doubt.  There were a few patches published today, and I was able to update all my machines successfully.  This looks more like a virus problem.  Have you run a virus scan recently?  Many times, if you are infected the virus will prevent you to access Windows Update.

    You can also use Microsoft Fix It to reset the Windows Update components: http://support.microsoft.com/kb/971058.  This could also be your problem.
