These methods should help for Windows 7 or Vista.
References to Vista also apply to Windows 7.
You can try to fix it with Safe Mode - repeatedly press F8 as you bootup. THE ADMIN
Safe Mode account has no default password (so unless someone changed
the password should be available).
Some programs such as the Google Updater (if you've added the Google toolbar,
Chrome or Google Earth) has been known to cause this problem.

You can try the following.
Shut down the laptop. Tap away at f8 that you start the laptop to enter the Windows Recovery Console. Use the arrow keys to select Safe mode and press ENTER. If windows will load in this mode, on the Start Menu, click principally made programs, click Accessories, click System Tools and run the system restore. Choose a restore point at least 24 hours prior to the issue of logon and then proceed to the restoration. When you are finished, Windows will restart as normal in order to check if you can now connect correctly.
Another option if the above does not help is as follows.
Shut down the laptop. Tap away at f8 that you start the laptop to enter the Windows Recovery Console. Use the arrow keys to select "Start using last good known Configuration" and press ENTER.

- Then press enter on your keyboard to start mode without failure of Vista.
- To start Windows, you'll be a typical logon screen. Connect to your computer and Vista goes into safe mode.
- Do whatever tasks you need and when you are done, reboot to return to normal mode.

Here's how to get safe mode:
Shut down your computer > turn it back on and immediately and repeatedly tab key F8 until you see a black and white screen. The top/down arrow and select Safe Mode.If you do, here are 2 suggestions: (make them in safe mode)
1. If this does not occur more than 10-15 days, and if you remember a good date when you did not have this problem, so please do a system restore:
Start button > Search box, type system restore > press the Enter key > uac prompt > click on choose a different restore point > next > select dates as your restore point, until the click > next > finish
To sit and wait. The machine restarts when it's done.2. If the system restore is not enough, here is a tutorial from Microsoft Support:

If you have a Toshiba SSD in your laptop there is a problem in windows 7, making it impossible to connect to the system when the storage TOSHIBA utilities are installed. In this case, you will need to find a way to get the system and uninstalling.

The user profile Service failed to connect. User profile cannot be loaded. Plus all the other user 5 passwords no longer work nor password records or profiles comments or PCL. Under Safe Mode, I am forced to reactivate the Vista operating system before use but cannot mode without failure. How can I get around this block?
I think you should check for malware. You will not have the particular malware that is mentioned in the following Article, but the Article describes in great detail to try to regain control of the computer. If regain you control, we hope, you can use system restore to go back ahead before the problem arose.
It would be useful to know what anti-virus software has been installed on the computer, as the ability to restore the system to function properly may be seriously jeopardized if you use Norton and some other software.
