Re-installing photoshop métadata 10 on a computer that has been repaired for a virus

Windows in my computer is now saying that it cannot open a new download for Photoshop elements 10.

You should be clicking on an exe file and my need to archive 7z in the same directory with this exe.

If you're confused by this sentence, what file (name and extension and size) have you downloaded?
