    It shouldn't but it could depending on the circumstances-, but it's a use of fake (it shouldn't affect your remaining number of facilities and don't not what Microsoft is officially) and should easily be resolved (or prevented).  The best way to be sure, it is not and you always retain two facilities is to activation by phone manually and then it will be done correctly and your account will be fine.  Here's how: http://support.microsoft.com/kb/950929.
