Perhaps the ol' ' 646 error hit again - try to manually download the updates and the same installation.

A KB was created for 646 error code that appears during the installation of the updates of Microsoft Office. The KB includes a Microsoft Fix50461 it automatic that corrects the problem. Look at the following KB
Suggest you download and save the fix it.
Then close all open programs and browsers before running MS fix 50461.msi.

First of all, try to disconnect from the internet and see if you can install the updates.
If this isn't the case-
try to manually download the same and install.
You can search the individual updates here:

If this still creates one problem another thing you can try is disable the User Account Control first download before the update manually. See: (Guided Help: settings to adjust user account control in Windows 7):

Updates to Microsoft Office 2003 does not install
I am runing Windows 7 Professional, but use Microsoft Office 2003. I continue to receive updates for Microsoft Office components, but they will not install. Specific are "update security for Microsoft Office Excel 2003 (KB978474), filter junk mail Outlook (KB979771) and implementation of security update for Powerpoint 2003 (KB976881). The error message is CODE 646 "unknown error." Someone knows how to solve?
