Reset to the default local security policy in Windows 7

I saw the MSKB article about resetting the local security policy to the default settings for Windows XP and Vista but you can not find one for Win 7. Can anyone tell me an MSKB article or the answer with the necessary command?

Access local security policy in Windows 7 Home Premium
How can I access local security policies in Windows 7 Home Edition Premium, it is even available in this version? My default account is an administrator account, but there is still so much that I get ACCESS DENIED errors on. The UAC is low in this version and really doesn't help at all. Am I missing something obvious here?

W7 UAC & local security policy blocks the access of the drive to install W7

If you have an OEM / no Pro version of Windows 8 I'm afraid... :-(. Yet once again, I'm not sure, but I wouldn't be surprised.

Advanced tools are only available in the version of Windows 8 Pro.
You can use the features to be added in the Panel upgrade to the Pro version.

I want to find a solution so that (2Brightsparks software) Synback let me create a scheduled task that allows empty passwords, which it does not now. I am running Win 7 x 64 Home Premium and I get the error:
0x8007052f: connect by mistake: account restriction. Possible reason could be that empty passwords not allowed.
They refer to the local security policy to make the change:
"If you receive the error message" error message: user account restriction error ", you must then:
-In Windows Vista, select start-> Control Panel
-Switch to the view classes (left)
-Double-click the Administrative Tools icon
-Double-click on the element of local security policy
-Navigate to security settings-> local policies-> Security Options
-Double-click on the accounts of the order of the day: limit the use of local account passwords empty to console logon only
-A window will appear. Select the disabled option, and then click OK.
-Close the local security policy window.

Thank you, however, I was able to run ancillary Syncback in Vista and 7 before empty password (because I'm a single user and a password need not) so this may not be the case. Y at - it may be a misunderstanding?
Yet once, how to find local security to 7 Home Premium strategy, if possible?

Statement of the problem is very simple: Firefox won't create bookmarks.
New installation with Mint 17. New generation of PC with Asus A58M-A/USB3 motherboard, AMD A4 6300 processor 4 gig memory stick.
All Mint and Firefox packages are up to date.
A new profile has been created for the test, Firefox has been started in safemode, purged and re-installed and reset to the default values. None of these actions have contributed.
