W7 UAC & local security policy blocks the access of the drive to install W7

The UAC setting is blocking access to the W7 installation disc and reports error Code: Ux80070005; Retail "user access is denied."
because ir requires elevated privileges to run W7.  However, I'm already under W7 with administrative privileges at level 2.
When Windows is running.  When I stop and restart my computer after I insert the W7 disk in the CD/DVD slot, it starts
in the W7 disk and I get three icons on graphical interface at startup.  1 HD Windows, window OS W7 and Windows EFI boot disk.  Thus,.
while I can run W7 in OS mode and startup in W7 Installation disc & Windows 7 EFI before starting the system, I can't
disk access to Installation of W7 after I start OS W7.  Other that this issue, Windows Diagnostic reports no problem with W7
components or other after market seller software which would explain the problem of registry. My reading of the Forum

    Windows XP Home Edition is not local security policy.  This requires Windows XP Professional.

    What should you change?  There could be another way to do it.

    If you have an OEM / no Pro version of Windows 8 I'm afraid... :-(. Yet once again, I'm not sure, but I wouldn't be surprised.

    Advanced tools are only available in the version of Windows 8 Pro.

    I am sure that you will have a clean install, if this isn't how you try.
    According to the material, you may need to install a driver for the hard drive to be recognized.

    If it is a computer that you created, you may want to check the documents provided with the device or check the manufacturers Web site, for more information about the installation of the player.

    If there is a selection of pre-designed OEM computer programs, you have a disk that came with it with the drivers for the hard disk.

    Ugh! After a week of not start & on phone or online in several forums and playing with the page of the BIOS, the drive just place & began to start! Yay!

    Now, during the "collecting information" part 1, after being in the language, I will wonder "select the driver to install."

    I have a cd player & a Boot (X :) of the options. When I click either, I have "no device drivers were found."

    Any suggestions here?  I don't want to start in fear of not start again. I get records under both options, but nothing seems to work.

    I was more than a week to this & don't have the $$ to pay someone to fix it. ANY help would be most appreciated.

    You can try to contact Samsung to help you complete the recovery process and see if that helps because none of the troubleshooting options work with recovery disk.

    How can I access local security policies in Windows 7 Home Edition Premium, it is even available in this version?  My default account is an administrator account, but there is still so much that I get ACCESS DENIED errors on. The UAC is low in this version and really doesn't help at all. Am I missing something obvious here?
