safe to remove hardware balloon appears and off-again__

I have windows vista and I'm having a problem with the safe to remove hardware balloon in the taskbar. The ball goes and without reason, there is no device connected to my laptop and it always comes and goes all the time. The annoying part is the sound to warn someone that there is now a device linked to the system, because the noise disturbs the other things I'm doing right now. Does anyone know how to turn it off it, delete the system or fear that change the ringtone that is associated with the safe to remove the material if it if should pop up and off very well that there is nothing there, it will be less embarrassing?

Also, keep in mind I already put it to the permanently hide the bar tasks, but the chime, is what kills me the most because I can't stop it.

    All of a sudden (when I have no idea), the "Safe to Remove Hardware" message is not in sight when I delete a USB of the PC. (Icon at the bottom). I can remove the device when I click the button, but then the icon immediately disappears and the ToolTip with the text "Safe to remove hardware" does not apear.

    This happens in all usb ports.

    Perhaps one of the Toshiba Utilities caused this error. What program can I reinstall to make the ToolTips visible again?

    You can try to restart the computer and check.

    Uninstall all USB device manager entries

    a. Click Start and typedevmgmt.msc and press ENTER.

    b. expand Bus USB controllers.

    Note: You will need to scroll down to find this point.

    c. the first USB controller under Bus USB controllers right click and then click on uninstall to remove it.

    d. Repeat steps above for each controller USB is listed under Bus USB controllers.

    e. restart the computer and check.

    I just bought an Inspiron 1525 and for some reason any "remove hardware" icon keeps coming on and off the taskbar (and beep every time) without any particular reason? It does what I write this note, even though I have nothing connected to the USB port or the laptop at all, except the power cord? I don't understand that I am not wanting to disconnect anything USB ports/laptop?     The drive will appear in the top of the disk management window?  If so, look at the column layout, Type, file system and status.  The "file system" must be FAT or NTFS.  From your description, it appears that Windows does not recognize the partition as being to the format in a way that he can use.  You may need to delete the existing partition (attention: this will remove all files that may exist on the disk), and then create a new partition in FAT32 or NTFS format.  Advice to do this, right-click the disk, choose 'Help', then go to:
    -> How To disk management...-> manage the volumes of base-> Delete, Create, or Format.
