  Have you ever tried to load the settings by default in the BIOS and is it recognized in the BIOS setup? The default values of the BIOS, you can load if you go into the BIOS, press the F9 key and save & exit the BIOS Setup. Then, restart the computer and try again to start from ODD.

  Well, as you said the best way to fix this is a Toshiba Recovery disk because it contains a picture of the factory settings. This means that the operating system (Windows) with all drivers and Toshiba tools installed. Thus, you will save time compared to a disc of Microsoft.

  The laptop supports recovery of HARD drive option. This means that you can reinstall the image of Toshiba without using the recovery DVD. You must boot up the laptop and press the F8 key.   My Satellite Pro A200 turns black after the BIOS screen and a black screen with a blinking cursor. Also just as the screen goes black a beep can be heard which shows windows boot.

  You wrote that you can access the BIOS, but have you checked if the HARD drive is recognized properly? Perhaps because the computer cannot start HDD isn't recognized then you should check this.
