  I think that you read correctly... re-read the Workaround"" section.   If you have already tried the password reset functions and cannot verify your account, then the account cannot be unlocked.  It's a good idea to keep your phone number added to your accounts so that they can always check it out by calling you.  Unfortunately, if you have the lead, you're out of options.
