Security.cert_pinning.enforcement_level the value 0, but still cannot get around

I'm testing a security flag in the config of Firefox that will leave my ignore the settings for certificate of the TGV, but seems not really to do. I have sparked a facebook.comcertificate error and tried to set security.cert_pinning.enforcement_level to 0, as shown in the image to ignore the warning, but it will anyway. I know that facebook.com is a protected area (https://code.google.com/p/chromium/codesearch#chromium/src/net/http/transport_security_state_static.json), but I was hoping that config change would nullify the cooked in protection. Can anyone confirm that the list cannot be circumvented?

I'm not sure that preference actually allows you to bypass the TGV. Have you seen that officially documented?

If you expand the section Technical Details of the error page, what is the error code that appears towards the end?
