Shortcut Ctrl + Shift + arrow key doesn't seem to work

I only started using Windows 7 a few days ago (new computer came pre-installed), and I seem not to be able to select text by using the shortcut keys Ctrl + Shift + key management (to select text). Because it is a little the keystone of what I do for a living (writing and editing text), I'm naturally upset.

I don't know if it's because for one reason or another the shortcut no longer exists in Windows 7 (but I expected more hits from google and General hoohah if this is the case), or maybe because I mucked with the locale of Windows when he started everything first. After all, Ctrl + Shift is here as a possible shortcut to change the settings (which suggests a potential conflict). I had trouble original, namely how to replace the default Windows come with locales and eventually remove and reconfigure the settings several times until I got what I wanted. Maybe I saw something up along the way without realizing it?

Right now I use the keyboard layout United States (native English), UK regional settings (date time, etc.), but have a German version of Windows, if it has been initially implemented differently. I made sure that Ctrl + Shift is NOT selected as a shortcut to change the language settings - basically he has that one language, set up and all the shortcuts are disabled in the window.

I had also several popups triggered inadvertently accessibility and have no idea how I responded to them. I disabled everything that I could find in this regard to little too (as again the Ctrl and shift keys can behave differently).

I have two keyboards, and both have the same problem; I tested this on a XP computer, and the shortcut works very well-only is not the keyboard.

I found someone else asking the same question elsewhere on the net, but it is impossible to find an answer...

Solved the problem - was not Windows, it's the stupid software that came with my screen using the same shortcuts. Disabled the software, everything works again.
