Shortcut to the file in spreadsheet gives the error "this file has no program associated with it for performing this action. Create an association in the Folder Options Control Panel. "

I have a user running XP Pro and Office 2003.  Whenever they double click a shortcut to a file of Excel spreadsheet, the above message appears.  Is not shortcut to Excel himself, this shortcut works very well.  He finds a shortcut on the desktop to a spreadsheet saved on the hard drive.  Outreach programs and failure to file are correct.  If you click on the actual spreadsheet of its location of origin rather than the shortcut, the file opens correctly.  I repaired Office and when that did not work, deleted and reinstalled, still the same problem.  This is not isolated to Excel or the other Word documents to the same thing, so I suspect that this is a problem in the registry.

I go back down to a restriction of the GPO security policy
