  You will have problems in the construction of a 99 X system for this budget. You need 32 GB of ram if you do that will be a large part of the cost with DDR4 right now. The 5930 K would still work and a much better price for your budget. I suggest: 970GTX with this budget as well. Forget the Xeon V3.   As far as I know that the Tecra S1 has no card network wireless not installed, but you can improve it with a minPCI wireless network card.
  The drivers needed, you must download it from the page of the Toshiba driver or drivers will come with a wireless network card.
  Also the Bluetooth is an option on this unit.

  Usually, the BIOS on different computers Toshiba Notebook doesn t recognize and support all HARD drive sizes. The laptop supports hard disks from 20GB. So, in my opinion you might also try to insert a 60 GB IDE (ATA - 4) HARD drive.

  The rotation is not very important. I think that the laptop should support 4 200 rpm and 5400 RPM hard drives too.

  There are factors much more than just the processor. Personally I prefer i5 i7, but some users have same i3. Captivate is greedy memory, RAM is important as well. It is also heavy on the graphics, if possible get a dedicated graphics card (NVidia works well with other Adobe applications). If your budget allows, please have an SSD for applications at least, it starts quickly. Last question: you used to have open several applications at the same time? I have always Photoshop and open with Captivate (sometimes also Illustrator) Audition

  First of all, you really cannot just jump a thumbnail and expect a good quality image. It's a bit like making a lot of dough to bread and trying to get two loaves of size out of it. Secondly, it is stealing. Like it or not, the photos have been taken by someone else and they are his property. If your profession was photography, you probably want to make money to put food on the table so that your family die of hunger. Contact the photographer and see if you can get a price break.
