Start Administrative privilege

I want to uninstall some elements to start on my computer but when I do to run msconfig I can uncheck the boxes, I'm not there, but when I hit the button apply he says I have to have administrative privilege and I AM the administrator and the owner.   Help, please!  I'm not tech savvy and I'm slow, like I had 4 races but can help you!  I got 15 to 20 useless items here and I am V E R Y slow

    Go to start / Control Panel / user accounts and check that it is said administrator under the account name that you use.  If this is not the case, he is not an administrator account.  See if itwill allow you to click on manage other accounts (but can refuse you because you are not an administrator).  If you can find any account that said administrator under the name.  This is the account that you need to connect to make the necessary changes.

    I'm having a very strange problem here. Everything I do on my computer needs now administrative privileges, otherwise it will not work properly. I'm unable to open iTunes without them because it says that it cannot access the program folder, but if I open it with privileges, it works perfectly.     1. Set your BIOS so that it uses the DVD drive as its primary boot device.
    2. Start the computer with your Windows 7 repair CD.
    3. Press a key when prompted to boot from the DVD.
    4. Select 'PC Repair' in the menu.
    5. Select 'Repair' when prompted.
