I get this message and have no idea what it is or what it touches.

DLCJtime.dll part of your Dell printer drivers. If you have or had a Dell printer, then re - install printer drivers / should solve the problem.
Reinstall the printer. In addition, install the latest drivers from the manufacturer's Web site.
