Is it possible that you can replace the new fan with the original fan and see if the problem is resolved. These HP case and CPU fans have a speed sensor which tells the motherboard fan is indeed running. If the new fan has no such speed sensor drive, motherboard want to get the appropriate signal and display the error message.
