  If you see the dialog box appearance instead of the window color and appearance settings, the theme might not be set to Windows Vista, the color scheme might not be set to Windows Aero, or the computer might not meet the minimum hardware requirements for running Windows Aero.   To return to the window color and appearance window, you will need to change the Windows Vista aero theme.

  1. open appearance settings by clicking the Start button, clicking Control Panel, appearance and personalization, customization, then clicking on the window color and appearance.   Thank you. You put me on the right path. Here is the step by step instructions on how I made the change.

  Right click on start > properties > Start Menu tab (make sure that you have it on the Start Menu under the Start Menu tab and not the Classic Start Menu) > customize, then put a check mark in the display menu in Control Panel.
  This of course now has you in the Vista Start Menu, which I don't like. Although it is in the Vista Start Menu, go to control panel and make sure that it is in or change it by clicking on classic view on the left side of the screen to Classic view. Create a shortcut on your desktop for control panel that you have now changed to Classic view
  Change the Start Menu back to Classic view by clicking on Start > properties > Classic view > apply > OK.
