  If you drag a rectangle and who knows, you might have to snap to grid turned on:

  Acrobat 11: View > show/hide > leaders & grills > Snap to Grid

  To tell the truth I do not use the crop tool. I use the selection Rectangle, crop image tool and the size of the image.  If you use the crop tool and fill a field of resolution in the crop tool crop tool makes all three operations including the harvest to the resolution that you have entered the resampling. Adobe also gave the crop tool implemented in CS6 that a lot in my arms. Don't mind at all.

  IMO if you use harvest its best tool to fill the field of the resolution. In this way the harvest will not resample.  You can enter height 24 20 width or height width 6 5 in fact the same proportions as it is 12:10

  After you do the crop you can use the size of the Image. In the dialog box uncheck resample set the width for printing on 24.   It's an old, old bug that was not fully established until CS5. This happens when you turn + culture + downsample at the same time.
