The use of shortcuts in the help text element

The HELP text direction

I'm not sure how to explain this corectly but my quotes in my paper are leaning toward the wrong direction. Instead of the first citation, leaning left and second leaning to the right, they're both leaning to the right. Can anyone help!

They both the angle to the right, but the open quotes (left) are heavier at the bottom and tapered upwards, narrow quotes and apostrophe are heavier on top of the bottom and tapered down, then watch carefully and see that they really are both the same.

When I go (control panel), and then (add or remove programs) I click on (change or remove programs) nothing happens. No list of programs don't come, how can I fix it? I need my installation disc or is there a troubleshooting somewhere in the help text.
