Themes the unauthorized modification

I have Windows 7 Home Premium 64-bit and I went to change my theme on a theme Aero in Windows 7 and it won't let me!  A notice comes up for each of them saying: "this topic applies on the desktop.  Please choose a different theme.  Is there a setting that needs to be changed, so I can run Aero themes?
