There is no "Privacy" in the menu drop-down Panel, how can I activate Do not track?

The support site says to click the menu button, then choose "Privacy panel. When I click the menu button, it has options to cut, copy, paste, zoom, new windows, printing, full screen, search, developer, log to synchronize, customize, help and close firefox. When I click on customize, there are still no option for the Privacy panel.
