I downloaded CreativeCloudSet - Up.exe. When I double click on this file. Adobe Creative Cloud installs the desktop icon and the program tries to open but don't ever completely. The turning turn (for hours), but the program never opens?

If you see this screen, it asks your local administrator username and password for your Mac. Not your Adobe ID.

You can try the steps:
For Mac
Go to Applications--> Utilities--> Adobe Installers.
Uninstall Adobe Creative Cloud.
* If it says application runs in the background, and then open the activity monitor and close the process creative cloud.
Once the creative cloud is uninstalled then follow it mentioned below as follows:
Please go to the library
1. click on Finder, click go and navigate to the folder
2. tap / library and click on Go
3. go in Application Support and Adobe and then delete the OOBE folder.
4 repeat step 1
5. Type ~/Library and click Go
6. go in Application Support and Adobe and then delete the OOBE folder.
7. go to https://creative.adobe.com/products/creative-cloud?promoid=KLYVF
Download Adobe Creative cloud, install it.
If the steps above do not work. Try to enable the root user account, and then try to open Adobe Creative cloud.

At why Adobe Creative Cloud car destroyed?
Attempted to update creative cloud from 2014 to 2015.
Update only worked on Photoshop, the creative cloud stopped seeing all the programs.
In the applications window all I get is the spinning wheel blue of death.
I uninstalled all my laptop Adobe products. I trashed the Adobe content in my system library. OS of Yosemite 10.10.3 (14D136) running on a 15 "Powerbook Pro.
I trash everything that I could find about Adobe, so I could start over again.
Restart the computer. Reinstalled cloud creative app. All I get is the spinning wheel blue of death. Try to download Lightroom or Photoshop, and it takes back me to creative cloud and the wheel blue rotation of death.
Of course my Macintosh Office liked older to Mavericks, put creative cloud up-to-date without problem.
WTF, the Creative Cloud 'Home', 'assets', 'Stock' and community open showing its content. NO APPS. It's the applications that we use?
I'm really upset. What is the solution? Would be really nice to have a DVD right about now.

Cannot launch Adobe Creative Cloud
Simple click on the task bar or double-click on the desktop icon - nothing happens. PS, LR and DW bought in recent weeks. I think they had an update on 11/02/16 I installed. Today is the first time that I need to open it and nothing happens. Any help would be appreciated.

Have 12 servers Citrix XA 6.5 with Adobe Photoshop elements installed 11 currently on them.
I want to upgrade to Adobe Photoshop elements with Adobe Creative Cloud Packager 13.
For this, I have created a package with Adobe Creative packer of cloud, but can not choose when you create this package to upgrade rather than a new installation.
Is this possible with Adobe Creative Cloud Packer? Or I have to buy another version of the PSE13 software (upgrade)?

You will be able to use the same software you bought assuming you purchased volume licenses.
You must create new installation package for PSE 13 as a result of process as below:
