Thunderbird Import Wizard does not recognize my file of address book CSV for import.

How can I get TBird to locate the CSV file I want to IMPORT?
The Import Wizard is blank when it says Import... From:
It gives me nothing to choose.
Which directory my file CSV should be?

Open the address book window.

Select Tools-Import

Click address book in the first window that opens, and then Next.

Select text file in the window that opens, and then Next.

A file system browser window must be of the order of the day that opens. Navigate to where you saved the file and select it.
