Timeout.exe for Windows XP?

Firefox takes a long time to leave because of my bookmarks file overrun by vegetation. It takes about a minute to write down everything and scoring off before its finished interrupts the process.
I want the computer to wait until 66 (just) to be sure seconds before actually is disconnecting. However, the-t parameter does not work with the parameter-l for the stop. I easily offset to achieve this with a batch file in Windows 7 with
Timeout 66 & shutdown-l
but no such command is built into Windows XP.
I saw the reference to a 'Windows XP Resource Kit Tools' that contains the timeout for XP, but all that I can find are the Windows Server 2003 tools that do not list the time-out as part of the package.

Could someone link me to the correct package for XP that contains the timeout.exe tool or a 3rd party tool that does the same thing (waiting for the time with a countdown?)
Alternatively, a way to make a closure delayed on XP?

Even better would be a way to tell Firefox to quit normally, then wait 60 seconds and then close, but the only way I know to make Firefox stop from with taskkill batch file.

    Help XP winhelp and home premium has another, so you can't replace, because Windows Vista and later versions of Windows include no WinHlp32.exe, you must install this component to open files .hlp that have been created in the old help content, that you upgrade Windows XP to Windows Vista or Windows 7. Then, you try to use help in a program that has been installed on your Windows XP system.

    To resolve this problem, obtain Windows Help program (WinHlp32.exe) for versions of Windows that support it. For the version appropriate for your operating system, you must know if you have a 64-bit or 32-bit Windows System.

    Try the Safe Mode - tan F8 repeatedly as you start - Mode safe mode with networking.

    We might be able to give more specific information on the deletion when you know the name of the virus
    and/or the site it refers to you.

    If you need search malware here's my recommendations - they will allow you to
    scrutiny and the withdrawal without ending up with a load of spyware programs running
    resident who can cause as many questions as the malware and may be more difficult to detect as the
    cause.

    No one program cannot be used to detect and remove any malware. Added that often easy
    to detect malicious software often comes with a much harder to detect and remove the payload. Then
    its best to be thorough than paying the high price later now too. Check with them to one
    extreme overkill point and then run the cleaning only when you are sure that the system is clean.

    It seems you must have U.S. English language pack installed and enabled in order for Windows8-RT-KB917607-x 64.msu run. Or there is a replacement winhlp32.exe solution directly.
