  Help XP winhelp and home premium has another, so you can't replace, because Windows Vista and later versions of Windows include no WinHlp32.exe, you must install this component to open files .hlp that have been created in the old help content, that you upgrade Windows XP to Windows Vista or Windows 7.   Try the Safe Mode - tan F8 repeatedly as you start - Mode safe mode with networking.

  We might be able to give more specific information on the deletion when you know the name of the virus
  and/or the site it refers to you.

  If you need search malware here's my recommendations - they will allow you to
  scrutiny and the withdrawal without ending up with a load of spyware programs running
  resident who can cause as many questions as the malware and may be more difficult to detect as the

  It seems you must have U.S. English language pack installed and enabled in order for Windows8-RT-KB917607-x 64.msu run. Or there is a replacement winhlp32.exe solution directly.
