  It seems you must have U.S. English language pack installed and enabled in order for Windows8-RT-KB917607-x 64.msu run. Or there is a replacement winhlp32.exe solution directly.   As it is a Custom Build by Ironside was computers, you will need to communicate with them in a way to reinstall the operating system, they are required by Microsoft to provide the purchase

  You don't say if the COA sticker on the computer case is retail or OEM System builders license.
