Unlock iphone 5 s to use abroad with sim card

I've unlocked my old 5s phone on iTunes on my Macbook Air to backup and restore. iTunes has me flashed a message saying "congratulations, your phone is unlocked.  I am now abroad and had a sim card installed, but the phone says 'no service '. What's wrong?

This isn't an error indicating that your phone is always locked. There is a problem with the SIM or the phone is not compatible with this particular network. Contact the carrier from whom you got the SIM card.
