  Java Help Center is not useful. It indicates that this is a known issue and is being researched. This status is apparently true for over a year with no resolution, it seems as if not enough resources are devoted to research.   On a whim, I disabled McAfee VirusScan 8.8 and Alto! installing Java 8 worked.

  There is no message in my logs VSE VSE was the cause. However I saw messages clearly connected "would be blocked by an Access Protection rule (rule is currently not applied)" but in fact, they are apparently put into force and prevent the successful install Java 8. Or at least that's my theory.
