  For 646 error code, there are a few things that seem to work for most everyone.  The first thing to try is to disable UAC, and then run Windows Update.  The second is to download the updates and install them manually.

  Turn the revenge of the UAC

  To install updates manually, go to Downloads from Microsoft and search the KB # which is a failure.  Download on your PC, then run it from there.

• Necessary fix for "Code 646 Windows Update engaged an unknown error"

  'Important' not installing in Windows Update downloads.  There is a small shield with a icon! on my sleep button, which indicates that the updates will be installed, but sometimes they will not be installed.  Since they are marked important, even if they are in the programs that I never use, do I need to worry?  The message reads: "Code 646 Windows Update committed an unknown error" and has a link "help with this error", but still, it does not install.

Because registry files that correspond to the Wups2.dll file are missing, update facilities have failed.   I installed the Windows 7 upgrade.  I was running Windows Vista Home Premium 32 bit.  The upgrade installed without problem, but I have problems with updates.  It shows now that the downloads are 97%, but when I double click the icon to update in the center of the Action, it does not open.  My installation history that two updates failed.  They are:

  Click Start, click run, click Browse, navigate to the file you saved and click Open.

  Add the switch /wuforce at the end of the command run and then click OK. For example, the command run might look like this: "C:\WindowsUpdateAgent30-x86.exe" /wuforce

  Click run.

  Follow the steps to complete the wizard.

  Important

  To reinstall Windows Update Agent - download the relevant file from one of the links provided above and save it to a drive where Vista is not loaded because the file cannot be launched directly from the root directory of the system.

  Click Start, run, type: "D:\WindowsUpdateAgent30-x86.exe /wuforce" (without the quotes) and press ENTER to install the Windows Update engine.

  Note: There is a space between "D:\WindowsUpdateAgent30-x86.exe" and "/ wuforce.

  D: is the drive where Windows is not installed (IE a flash drive or a 2nd hard drive etc.)
