  For Windows Vista Service Pack 2, more languages are planned later this year. As for Windows 7, you should be able to download through Windows Update language pack.

  There are two types of language packs, MUI (multi-language User Interface) and the LIP (Language Interface Pack).

  The MUI 100% of the interface to another language and 80% of the most commonly used parts of the interface changed LIP.

  The MUI language packs can alter the 35 parent languages in another language of Parent. The MUI language packs are available only in Business Edition or ultimate edition of Windows 7. The LIP language packs can be installed on any edition of Windows 7. The MUI and LIP are freely available.

  The LIP language packs cannot change a parent to another parent language. These are only available for the languages located in countries where there is a large population that speaks a language different from the language related to this country. An example is the Spain where there is a LIP in the dialect of Basque language or Venetian.

  As simplified Chinese and English are the two languages of parent, you must upgrade to the Windows 7 Ultimate version to be able to change the language to English.

  Cleaning Windows Update option is available only when you log on with administrator permissions.

Check the boxes in front of the backup of the Service Pack files and cleaning Windows Update and click OK if you don't see cleaning of Windows Update then click clean up system files .   Thank you.  I had already done all that.  In fact, several times.  However, I repeated again and then rebooted the computer and repeated once again.  This time, Windows Update found more than updated.  After that, he continued to find updates whenever I want to install some and reboot until it finds another 49 updates more.  These updates included language packs.

  Theoretically, you can install Windows Vista to update Bios and return Win 7, then. Before you do, try this:

  Unplug the computer from the power adapter and turn it on. Let the computer battery power until the computer turns off
  Remove the battery. Using a soft cloth, wipe the battery packs connectors and AC adapters.
  Reinsert the battery and plug it into the power adapter
