  The problem is finally solved. During the installation of EMP 11123 it has not copied the below 2 folders correctly.

  $MW_HOME/modules/org.apache.ant_1.7.1

  $MW_HOME/modules/net.sf.antcontrib_1.1.0.0_1-0b2

  Some of the missing .jar files. Found this by comparing directories in another instance. After copying the 2 files to another server, launched perfectly configtool.

  Finally, I decided to redevelop the 12.1.3 extension and noticed that the seeded view ViewReceiptsDetailListVO in 12.1.3 object has a new column.  Therefore, the previous 12.0.6 extension did not work in 12.1.3.  Having extended the VO in 12.1.3, it works fine.

  I thought that extensions have been upgraded to evidence, but apparently not if the underlying seeded VO itself has changed.

  Yes, you will need to run scripts on each database that uses this ORACLE_HOME. The steps are described in the README file to 10.2.0.5 patch.

  It's running windows vista 32 bit, I'll upgrade my memory to 4 GB.
