  It is a compromise.  Currently, your wifi card is turn off to save power when the Surface is sleeping.  You can change this to networking and sharing > advanced settings.

  It will significantly reduce the battery life if you do.

When I try to use Skype, the sound works fine (there is a microphone on the camera). In Skype, the video does not work and it gives me the message "cannot start video renderer.   I have the latest version of the driver for the webcam, I have the latest version of DirectX (version11) and the latest version of Skype (version 5.0.0.152).
