  I suggest that you need to reset your preferences file by using this method:

  Start PSE10 until the Welcome screen.  The home screen looks like this:

  

  When you are in the Welcome screen, press first Ctrl + Alt + Shift + AND click 'change' to get a different dialog like this:

  

  You must click Yes and you're done.  This particular area is sometimes hidden, so you will need to drag the homescreen on the side with your mouse a #to make it visible.

  Contact the manufacturer of the laptop computer and ask them to send you to vista recovery disks to reinstall the operating system back as it was when you bought it

  If it's a copy of volume license installed, you will need to contact your employer to find the product key and get the installation files.

  If it is preinstalled at the factory with Windows 7 Professional, then use the recovery partition to reinstall Windows 7.

  New computers coming often pre-installed with Windows 7 have what is called a recovery partition. This is used to reinstall an operating system in the case of a system failure. To access it, you need to start when you start your computer by pressing a function key. This can be either F1, F2, F9, F10, F11, F12 key DEL or tab.   A: drive is almost always a floppy drive, you have a floppy drive?  I ask because most of Windows 7 computers is not these.  I would check the Device Manager to see if a floppy drive is it shows.  Since you say a drive light turns on, it's the floppy drive or maybe your CD/DVD or hard drive fire?  It seems more likely that Windows is suspended to try to identify a USB device, so I would try to unplug all USB devices except the keyboard and mouse and see if the problem persists.  I had this happen with some markets good USB hubs.  You can always add additional USB ports "inside the box" If you have a desktop computer by getting an expansion card - they are not expensive.  They usually cost between $15 and $25.
